ABG announces new Acting Secretary for Health

The Autonomous Bougainville Government has officially announced key leadership changes within its Department of Health following a handover ceremony held this week in Buka.

Former Deputy Secretary for Health, Mr. Mathew Monei, has been appointed Acting Secretary for Health, replacing Mr. Clement Totavun, whose contract with the department has ended.

The ceremony was witnessed by ABG Chief Secretary Mr. Kearneth Nanei and senior staff from the Department of the President and the BEC, and the Department of Health.

Chief Secretary Nanei also confirmed the appointment of Mr. Totavun to the role of ABG Deputy Secretary Operations, acknowledging his decade of service to the Bougainville public health sector.

Mr. Nanei commended Mr. Totavun’s long-standing contribution to the region, noting his 10 years with ABG.

“On behalf of the ABG Government and Administration your efforts is a testament to the leadership and principles that you stand for,” said Nanei.

He highlighted Totavun’s leadership in advancing key health infrastructure across Bougainville, including support and progress at Soroken Level 4 Hospital and Buin Level 5 Hospital, and the ongoing work to draw down functions and powers of Buka General Hospital.

Mr. Nanei said that strengthening infrastructure across the region requires serious commitment, adding that Mr. Totavun’s work reflects what individuals can contribute across various sectors. He further noted that Mr. Totavun will bring an overarching and holistic approach to public service operations.

In response, Mr. Totavun expressed gratitude for the confidence placed in him and assured that he would give his very best in supporting the Office of the Chief Secretary and the whole-of-government operations.

Incoming Acting Secretary Mr. Mathew Monei, who previously served as Deputy Secretary under Mr. Totavun, assured the department that continuity and compliance would remain central to his leadership.

He encouraged all public servants to uphold the Public Management Act and Finance Act and reaffirmed that the department’s work would continue smoothly.
