President Toroama’s Condolence Message: OBEC Commissioner Passing
I am saddened to learn of the passing of the Acting Bougainville Electoral Commissioner, Winterford Toreas who passed on Tuesday evening following a brief illness.
The Late Winterford Toreas was only appointed to the position of Acting Commissioner of the Office of the Bougainville Electoral Commission less than two months ago. Prior to his appointment Mr Toreas had an illustrious career as a senior electoral official with OBEC. He was a key personnel in running several elections for the Autonomous Bougainville Government.
The pinnacle of his success came in the 2019 Bougainville Referendum Elections. Again Mr Toreas was at the forefront of preparing the electoral process for the referendum and worked closely with the Bougainville Reference Commission and our development partners. His efforts amongst many others saw the successful delivery of a referendum hailed as one of the best in the world.
The Late Winterford Toreas was part of a young generation of Bougainvilleans who are gradually replacing the old guard from senior positions in the administration. His appointment as Acting Commissioner was based on his reputation as an able administrator and professional who was receptive to progress and reform.
On behalf of the Government and people of Bougainville I offer our deepest sympathies to his wife Theresa, his children and families from Tonsu Constituency and Siipii in Bana District.
